Section 16
(1)
The Chief Executive Officer of the Board shall be the Secretary.
(2)
The Board may appoint a Deputy Secretary who shall be responsible to the Secretary to implement particular duties and responsibilities of the Board as the Board may deem necessary.
(3)
The Secretary is entitled to attend all meetings of the Board and take part in the discussion, but may not vote.
