Licence not capable of transfer or assignment

Section 23
(1)
Except as provided in subsections (2) and (3), a licence shall not be capable of transfer or assignment and every licence shall terminate on the death of the person, or dissolution of the body, for the time being the holder thereof.
(2)
A licence issued to a statutory body may be transferred or assigned with the prior written consent of the State Authority.
(3)
The State Authority may, in the event of the death or incapacity of the person for the time being the holder of a licence, authorize the transfer or assignment of the licence.
