Section 34

No owner, licensee, occupier or keeper of any food factory shall keep or allow to be kept therein or adjacent thereto, except in some proper receptacle any dirt, dung, bones, ashes, night-soil, filth or any noxious or offensive matter or shall suffer such receptacle to be in a filthy or noxious state.
