Without prejudice to the generality of rule 22, animals are transported on the Railway under owner’s risk conditions of carriage by passenger, goods or mixed trains as may be arranged.
(b)
Consignors are required to conform with any regulations relating to the movement of animals from place to place that may be issued from time to time by the Government Veterinary Officer.
(c)
Animals suffering or suspected to be suffering from any infectious or contagious disease will not be accepted for transport unless the movement is authorised by the Government Veterinary Officer. Charges as may be prescribed from time to time are payable in respect of the provision of special accommodation and for the disinfection thereof.
(d)
The responsibility of the Railway Department for the loss, destruction or deterioration of animals delivered to the Railway Department for the purpose of being transported shall not in any case exceed –

in the case of horses or ponies in horse boxes … 650

in the case of horses, ponies, mules or donkeys cattle wagons … 650

in the case of sheep, goats or dogs … 60

unless the person sending or delivering them to the Railway Department caused them to be declared or declared them at the time of their delivery for transport, to be, respectively, of higher value.
(e)
In the event of such declaration the Railway Department shall in respect of the increased risk, charge an additional sum at the rate of two per cent of the difference between the Railway Department’s liability and the declared value, subject to a minimum charge of ten ringgit. In the event of the person declining to pay the prescribed percentage charge, the Railway official concerned will endorse and sign the Consignment
