Section 56

Passenger are allowed to take into a compartment or coach, at their sole risk and responsibility, a limited quantity of luggage and such luggage must further comply with the definition as contained in rule 3 and further must consist of articles as may conveniently be placed in the racks provided or under the seats occupied by them. Articles likely to cause inconvenience or annoyance to other passengers may not be taken into passenger accommodation, and railway officials have instructions to remove such articles from compartments or coaches to the luggage van. Such articles are subject to registration in accordance with paragraph (b) of this rule, as well as excess luggage charges, if due.
