Whenever an enforcement officer or public servant authorized by the Director or any police officer or custom officer has reasonable grounds to believe that any object, material, book, document or other thing in respect of which an offence under this
Ordinance or any rules made under this Ordinance has been committed is likely to be found in or on any place, premises, person, vehicle, vessel or conveyance and that by reason of delay in obtaining a warrant under section 60 the object of the search is likely to be frustrated, he may, without warrant, with such assistance and force as is necessary—
(a)
enter and search that place or those premises;
(b)
stop and search that person, vehicle, vessel or conveyance; and
(c)
seize any object, material, book, document or other thing which may be found and may be evidence of the commission of such offence.
