(2)
Nothing in this Ordinance shall apply to—
(a)
vessels navigable by oars, paddles or poles; or

(b)
any vessel exempted by the Minister by Order under subsection (3).
(3)
The Minister may by Order exempt any vessel or class of vessels from the operation of this Ordinance or any regulations made thereunder or any part thereof.
