Section 24

With the leave of the Speaker or in his absence the Deputy Speaker a Member may make a personal explanation at the time appointed by Standing Order No. 13 (Order of

Business) although there is no question before the House; but no controversial matter may be brought forward nor may any debate arise upon the explanation. The terms of the proposed statement shall be submitted in full to the Speaker or the Deputy Speaker as the case may be when his leave to make is sought.
