Section 24

In every case of an alleged breach of discipline by any employee except as provided for under regulation 27(1) (a) and (b), the Disciplinary Authority shall in the first instance, before commencing any disciplinary proceeding in the matter consider whether the breach of discipline complained of is a nature which merits a punishment of dismissal or reduction in rank or a punishment lesser than dismissal or reduction in rank.
