Section 28

Where criminal proceedings are being instituted against an employee, no proceedings for his dismissal upon any ground involved in the criminal charged may be taken against him pending the conclusion of the criminal proceedings, but nothing in this regulation shall prevent disciplinary action from being taken against him during the said proceedings on any other ground arising out of his conduct in the performance of his duties.
