Section 48
(1)

A person who is aggrieved—

(a)

by the refusal of the Board to issue a licence, approval or certificate of authorization, as the case may be;

(b)

by the refusal of the Board to renew his licence or certificate of authorization; or

(c)

by the revocation or suspension of his licence or certificate of authorization, as the case may be, may, within thirty days after being informed in writing of the refusal, revocation or suspension, appeal in writing against such decision to the Minister.

(2)

The Minister may, after considering an appeal made under subsection (1), confirm, set aside or vary the decision appealed against, and the decision of the Minister shall be final.

(3)

An appeal made under subsection (1) shall not operate as a stay of the decision made by the Board.
