The owner of the film, upon receiving notice to that effect from the Secretary to the Board, shall be legally bound to deposit or project the same at such time and place as may be stated in the notice.

The Committee of Appeal/may, after the inspection, make in respect of the film any such order as is specified in section 19 (1), and section 19 (3/ Shall thereupon apply to the order.

Any owner refusing or neglecting to comply with the requirements of subsection (2) shall be guilty of an offence and shall, on conviction, be liable to a fine not exceeding
