Section 118
(1)
The owner or occupier of any premises shall be entitled to, and if directed by the local authority shall, have any private sewer or private drain made to communicate with a public sewer or public drain:
Provided that the local authority shall have the right to prohibit such communication when in the opinion of the authority liquid or other matter which is liable to be in any way detrimental to the sewerage or drainage system will be discharged into the public sewer or public drain.

The provisions of this section shall not apply unless there is a public sewer within 100 feet of the premises and at a suitable level.
