Section 119

Where there is on any premises a private sewer or private drain, cesspoll or septic tank, but that system of drainage, though sufficient for the effectual drainage of the premises, is not adapted to the general sewerage or drainage system in the local authority area, or is in the opinion of the local authority otherwise objectionable, the local authority may at its own expense and on condition that it first provides for the premises a private sewer or private drain equally effective for the drainage thereof, close the existing sewer or drain, and do any work necessary for that purpose.
