of Statutory Bodies Conduct And Discipline Regulations 1995
Section 17
(1)
An employee shall not, either orally or in writing or in any other manner, make any public statement detrimental to any policy or decision of the statutory body nor shall he circulate any such statement whether made by him or any one else.

(2)
An employee shall not, either orally or in writing or in any other manner make any public statement or comment on any matter relating to the work of the statutory body –
(a)
where such statement or comment may reasonably be regarded as indicative of the policy of the statutory body except with the permission of the General Manager; or
(b)
where such statement or comment may embarrass the statutory body.
(3)
For the purpose of this regulation, "public statement" includes the making of any statement or comment to the press or to the public or in the course of any public lecture or speech or in any broadcast by sound or vision.
