Section 22
(1)
It is the duty of every employee to report to the Head of Division in every ease of the breach of any of the provisions of these Regulations including unsatisfactory work or conduct.
(2)
Failure to do so shall deem the employee guilty of inefficiency and renders him liable to disciplinary action.
