Section 10
Issue and service
(a)
if the summons appears to be in proper form; and
(b)
if the plaintiff has paid the prescribed fees, including the fees for service if service by Court is required, the Registrar shall assign a serial number thereto, seal, sign and issue it.
(2)
If the Registrar is of the opinion that the summons is not in proper form, he may reject it or direct that it be amended.
