Service after 4.00 p.m. shall ordinarily be deemed to have been effected on the following day.
(3)
Service effected after 12.00 noon on the day preceding, or at any time on, the weekly holiday or at any time on any public holiday, shall be deemed to have been effected on the day following such holiday.
