Section 13
(1)
The Commission shall have a Secretary who shall be the chief executive officer of the Commission.
(2)
The Secretary shall be appointed by the Commission.

(3)
The Secretary shall be appointed on such terms and conditions and shall have such functions as the Commission may determine.
