Prohibition of building on insanitary ground

(1)

No new building shall be erected on any ground which has been filled up with any matter impregnated with faecal, animal or vegetable matter or upon which any such matter has been deposited unless and until such matter has been properly removed by excavation or otherwise or has been rendered or become innocuous.

(2)

Any person who does, causes or wilfully permits any act in contravention of this section shall be guilty of an offence and shall upon conviction, be liable to a fine of not less than ten thousand ringgit but not exceeding one hundred thousand ringgit and shall also be liable to a further fine of one thousand ringgit for every day during which the offence is continued after conviction.
