Section 17
The Commission may engage, either generally or in a particular matter, under such terms and conditions of engagement as may be determined by the Commission from time to time, any person who is not an officer of the Commission—
(a)
to render such assistance as may be required or specified by the Commission in connection with the performance of its functions or exercise of its powers under this Act;
or
(b)
to perform or exercise the same referred to in paragraph (a)
on behalf of and in the name of the Commission.
