(a)
necessary for the establishment of the Commission; and
(b)
in respect of deficiencies of budget revenue of the Commission, reasonably necessary for the proper operation of the Commission.
(2)
For the purposes of this section—
(a)
the grant, lending and advance under subsection (1)
shall only be given by the Regulatory and Supervisory
Authority subject to the relevant written law and with the prior written approval of its board of directors, or any other person if required under any written law; and
(b)
“Regulatory and Supervisory Authority” shall exclude the Commission and all ministries referred to in the definition of “Regulatory and Supervisory Authority”
in section 4.
(3)
This section shall cease to have effect on 1 January 2031.
