Section 28
Every pipe laid under ground shall be reasonably protected from corrosion and risk of injury, and when not beneath a building, shall, where practicable, be laid at the following minimum depths –

Communicating pipes
Distributing mains
(a)
under a roadway or pavement 24 inches 30 inches
(b)
not under a roadway or pavement 18 inches 30 inches
Provided that this regulation shall not apply to any pipe which is used only for a temporary purpose.
Pipes not to be laid through sewers, etc..
