Section 49
(1)
The Council may employ, appoint and pay agents, contractors and technical advisers, including advocates and solicitors, bankers, surveyors, valuers and other persons, to transact any business, and carry out any project, scheme or enterprise.
(2)
No person shall be eligible for employment pursuant to subsection (1) if he has, directly or indirectly, by himself or through any person or third party, any share or interest in any contract or proposed contract with, for or on behalf of the Council.
