Section 8
Section 16 of the principal Act is amended—
of Road Transport (Amendment) Act 2026
(a)
in subsection (1), by inserting after the words “registration area” the words “and on payment of the prescribed fee”;
and
(b)
by inserting after subsection (1) the following subsections:
“(1a) For the purposes of subsection (1), an applicant for a motor vehicle licence shall inform the Director of a registration area the area for the motor vehicle to be used in accordance with the declared area under subsection (1d).
(1b)
The applicant for a motor vehicle licence shall inform the Director of a registration area any changes of the declared area for the motor vehicle to be used in the manner as may be prescribed.
(1c)
Subject to subsection (1b), the applicant for a motor vehicle licence shall pay any difference for the motor vehicle licence fee referred to in subsection (1).
(1d)
The Minister may, by notification published in the Gazette and subject to such conditions as he thinks fit, declare any registration area to be a declared area.
(1e)
Any person who contravenes subsection (1b)
shall be guilty of an offence and shall on conviction be liable to a fine of not less than one thousand ringgit and not more than two thousand ringgit or to imprisonment for a term not exceeding six months or to both.
(1f)
Any person who contravenes subsection (1c)
shall be guilty of an offence and shall on conviction be liable to a fine of not less than five times the difference for the motor vehicle licence fee or to imprisonment for a term not exceeding five years or to both.
(1g)
Where a person is convicted of an offence under subsection (1c), the court before which the person is convicted shall order the person to pay to the Director General the amount of differences for the motor vehicle licence fee and shall be recoverable in the same manner as provided in section 283
of the Criminal Procedure Code [Act 593].

(1h)
The Minister may, by order published in the
Gazette, exempt any person or any motor vehicle or type of motor vehicle from the operation of any of the provisions of this section subject to such conditions as the Minister thinks fit.”.
