Section 21
(1)
Where any change of parties occur during the pendency of any proceedings—
(a)
the title of the proceedings shall be amended accordingly;
and

(b)
any person added or substituted as a defendant shall be served with the documents of the proceedings unless he consents to waive the service.
(2)
The proceedings against the person referred to in paragraph
(1)
(b)
shall be deemed to have begun upon the date of such service or waiver, as the case may be.
