The Registrar may, without an order of reference, receive and inquire into any proposal relating to the sale or charge of the estate or any part of the estate of a mentally disordered person or to the letting of any immovable property for a term exceeding three years.

The Registrar shall report to the Court on the proposal and the
Court shall, subject to this Act, make an order on the report and award such costs as under the circumstances seem just.
