Section 15
(1)
The State Director, the Registrar, and any Land Administrator, may for the purposes of this Act (and without prejudice to the exercise of any powers conferred upon him by any other written law)—
(a)
at all reasonable times have free access to, and enter upon, any land in the State;
(b)
conduct enquiries in accordance with the provisions of
