Section 31

In conducting any enquiry it shall not be necessary for the

Land Administrator—

(a)

to take down the evidence of any witness verbatim, unless he thinks it desirable to do so, or is so requested by that witness or by any other person appearing in the course of the enquiry:

Provided that the Land Administrator shall record the substance of any evidence which is not taken down verbatim;

(b)

to put in writing any decision given or order made, except in a short and concise form, showing the reasons for arriving thereat.
