Section 264
Except as provided in subsection (2), the Director shall be the officer having the general superintendence of the administration of this Ordinance and authorized to carry the provisions of this Ordinance into execution.
(2)
The State Director shall be the officer having the general superintendence of the administration of the provisions of the Ordinance relating to the following matters:
(i)
shipping under fifteen registered tons, including the carriage of the passengers and goods by such shipping;
(ii)
ports and harbour, other than those declared to be federal by or under federal law; and

(iii)
regulation of traffic by water in ports and harbours (except traffic in federal ports or harbours) and on rivers wholly within the State.
