(2)

If any such ship plies or goes to sea from any port in North Borneo and any requirement of this section is not complied with, then for each matter in which default is made the owner, if he is in fault, shall be guilty of an offence and shall be liable to a fine of two thousand dollars, and the master, if he is in fault, shall be guilty of an offence and shall be liable to a fine of one thousand dollars.
