Section 4

An officer shall not be deemed to be duly certificated under this Ordinance unless he is the holder for the time being of a valid certificate of competency granted under this Ordinance, or under any written law in force in North Borneo immediately before the commencement of this Ordinance, of a grade appropriate to his station in the ship or of a higher grade:

Provided that any officer in a home trade, local trade or coastal trade ship holding an equivalent certificate of competency issued by the Government of Singapore, Malaya, Brunei or Sarawak shall be deemed to be duly certificated as such for the purpose of this Ordinance.
