Consignments will whenever possible be weighted in the presence of the consignor or his agent.
(b)
Where a consignment has been weighed or the weight thereof has been assessed and the consignor or consignee wishes to verify the weight so arrived at, the Railway Department shall whenever possible weigh or re-weigh the consignment and where such weighing or re-weighing reveals no difference in weight greater than one per cent of the total gross weight of the consignment shall charge for the weighing or re-weighing services so rendered at the rate of fifteen sen per 50 kilograms with a minimum charge of one ringgit per consignment weighed over a platform weighing machine, provided that in the case of weight assessed on a basis of average weight of standard packages given in pursuance of paragraph (b) of rule 81 the Railway Department shall not be obliged to verify the weight by re-weighing.
(c)
The Railway Department shall be entitled to attribute any difference in weight shown by such weighing or re-weighing, and not exceeding one per cent of the total gross weight of the consignment, to the working of the weighing appliance and shall not be obliged to make a readjustment of charges thereof.
(d)
Where on such weighing or re-weighing a difference of weight greater than one per cent of the total gross weight of the consignment is revealed, the charges shall be re-assessed on the basis of the revised weight:
Provided that in the case of traffic of a nature which loses weight by evaporation or leakage, the charges shall not be re-assessed unless the consignor or consignee can show that any loss in weight does not arise from any such cause.
