When traffic referred to in paragraph (b) of rule 88 is loaded or unloaded by the Railway Department, a charge of fifteen sen per 50 kilograms will be made for each operation subject to minimum charge of
RM1.00 per consignment.
(b)
When Railway Department cranes are used for handling heavy packages, crane charges as prescribed from time to time will be charged in addition to the charges in paragraph (a) of this rule.

In the case of goods which in accordance with paragraph (b) of rule 88 are to be unloaded by the consignee, the consignee fails to unload within the specified free period after the wagon has been placed in position for unloading, the Railway Department may unload the goods in order to release the wagon and charge for the service at the rate prescribed in paragraph (a) of this rule as well as for any demurrage or storage charges which may be due under the provisions of rules 117, 118 and 121.
