Consignors of full loads of traffic in covered wagons, may if they so desire, secure the wagons with their own padlocks. The keys of the padlocks may be forwarded free of charge at owner’s risk to the receiving station. The padlocks and keys will be returned free of charge at owner’s risk to the original forwarding station.
