Section 87
(a)
Containers or other receptacles which have previously been conveyed full by rail may be returned empty by the consignee at the original receiving station to the consignor at the original forwarding station at the rates applicable as defined in the general classification of goods, less a rebate of twenty-five per cent.
(b)
Returned empties which have been used for the carriage of inflammable liquids will not be acceptable for conveyance unless securely corked or otherwise rendered airtight.
