Section 17

At every meeting of an Authority the Chairman or in his absence the Vice-Chairman shall preside. If no Chairman or Vice-Chairman has been appointed or elected, or in the absence of the Chairman and Vice-Chairman from any meeting, the members present shall elect one of their number to be Chairman at the meeting, and such election shall in the event of an equality of votes for two or more candidates be determined between them by lot.
