Section 19

Minutes of the proceedings of every meeting of an Authority shall be regularly entered in books kept for that purpose and shall be read and confirmed or amended, as the case may require, and signed by the person presiding at the same or next ensuing meeting of the Authority, and any minutes purporting to be so signed shall, in the absence of proof of error, be deemed to be a correct record of the meeting of which they purport to be the minutes and shall be received in evidence without further proof.

The names of members of an Authority present or absent at a meeting of the

Authority shall be recorded in the minutes.

Until the contrary be proved, a meeting of an Authority, in respect of the proceedings whereof a minute has been made and signed as provided in subsection (1), shall be deemed to have been duly convened and held, and all members present at the meeting shall be deemed to have been qualified.
