The minutes of the proceedings of any meeting of an Authority or a divisional committee shall at all reasonable times be open to inspection by any member of the

Authority, elector, ratepayer or person normally resident within its area who may obtain a copy thereof or an extract therefrom upon payment of such fee as may be specified by the

Authority.
