Section 24

All acts or proceedings of an Authority or of any person acting as Chairman, Vice-Chairman, or other member or officer of an Authority shall, notwithstanding that it be discovered that there was some defect in the election or appointment of any such person or

that he was disqualified, be as valid and effectual as if every such person as aforesaid had been duly elected or appointed and qualified.

Rights of certain persons to attend and take part, but not to vote at meeting.
