Section 32

(1)

All questions that may come before a committee shall be decided by the votes of the majority of the members thereof present at the meeting and in the event of an equality of votes the Chairman shall in addition to his vote as a member have a casting vote.

(2)

Minutes or the proceedings of a meeting of a committee which shall include a record of the names of the members present and absent shall be drawn up and shall be signed at the same or a subsequent meeting of the committee by the person presiding thereat, and any minute purporting to be so signed shall be received in evidence without further proof.

(3)

Until the contrary is proved, a meeting of a committee in respect of the proceedings of which a minute has been so signed shall be deemed to have been duly convened and held, and all the members present at the meeting shall be deemed to have been duly qualified and the committee shall be deemed to have been duly constituted and to have had power to deal with the matters referred to in the minute.
