(2)
If a person wilfully harbours or secretes a seaman or apprentice who has wilfully neglected or refused to join, or has deserted from, his ship knowing or having reason to believe the seaman or apprentice to have so done, he shall be guilty of an offence and shall be liable to, in respect of every seaman or apprentice so harboured or secreted, a fine of five hundred dollars.
