Section 133

If an owner, agent or master of a passenger ship fails without reasonable cause to transmit a declaration of survey, he shall forfeit a sum not exceeding five dollars for every day during which the transmission is delayed, and any sum so forfeited shall be payable on the granting of a certificate in addition to the fee, and shall be applied in the same manner as the fee.
