Section 16
(a)
When a person seeks a refund of an overcharge in respect of articles or animals carried by the Railway he shall given full information, supported by such documentary evidence as may be required, in writing to the Traffic Superintendent within three months from the date of delivery of the articles or animals to the
Railway for carriage.
(b)
If the responsibility for the overcharge does not rest within the Railway Department an amount of five per cent with a minimum charge of twenty sen and a maximum of two ringgit will be deducted from all refunds allowed.
