Section 19
When articles are not taken away within one month of their arrival notice may be given in at least one newspaper circulated in the State and thereafter such article may be sold by public auction to defray charges.
(b)
Unclaimed articles are liable to warehouse rent and demurrage charges as well as to all freight and special expenditure incurred by the Railway Department on account of their custody and disposal.

Perishable articles unclaimed or not taken delivery of will be disposed of, without prior notice in a newspaper, by auction at owner’s risk and expense by the Station Master at the Station at which they may be left after expiry of twenty-four hours or earlier if they are, or likely to become, offensive.
(d)
Where articles such as arms, ammunition and explosives or contraband are left unclaimed in the possession of the Railway Department, they will be handed over to the police or customs authorities for disposal in accordance with the laws affecting these articles.
(e)
Articles of a dangerous or offensive nature not removed from Railway premises immediately on arrival at destination will be considered as unclaimed articles and may be disposed of by the Railway Department in a manner which the Railway Department deems most expedient.
(f)
Returned empties not taken away within one month after their arrival may be sold by public auction to defray charges. Freight on returned empties must be prepaid.
