Except in the case of persons holding ledger or other credit accounts all charges are payable by the consignor at the forwarding station when the goods are tendered for despatch.
(b)
Cheques are not normally accepted at stations in payment of charges due to the Railway Department, but special arrangements can be made with the Railway Accountant.
(c)
Without prejudice to the provisions of section 14 of the Ordinance, all goods coming into custody of the
Railway Department are also subject to a lien for any general balance due to the Railway Department from either the owner or consignee of such goods.
(d)
If the charges referred to in paragraph (c) of this rule in respect of which such goods are detained are not paid, such goods may be sold by public auction, and in the case of perishable goods, such goods may be sold at once, and the proceeds applied in liquidation or reduction of the amount due and expenses.
