Subject to section 79, any person who—

(a)
otherwise than in accordance with the provisions of this
Act or any other written law, receives or detains in a
Mental Health 61
psychiatric hospital a person who is or is alleged to be mentally disordered; or
(b)
for gain, detains in any place, not being a psychiatric hospital, any number of mentally disordered persons, commits an offence and shall, on conviction, be liable to a fine not exceeding one hundred thousand ringgit or to imprisonment for a term not exceeding seven years or to both.
