Section 11

Any person who, having been engaged in any of the capacities mentioned in this Chapter in any such ship as aforesaid, goes to sea in that capacity without being entitled to and in possession of the required certificate or authorization, and any person who employs any person in any of the above capacities in such ship without ascertaining that he is entitled to or possessed of such certificate or authorization, shall be guilty of an offence and shall be liable to a fine of five hundred dollars.
