(1)
Certificates of competency shall be granted by or on behalf of the Governor in accordance with this Ordinance for each of the following grades –
(a)
master of a home-trade ship, mate of a home-trade ship, master of a local-trade ship, mate of a local-trade ship, master of a coastal-trade ship and mate of a coastal-trade ship;
(b)
first-class engine-driver, second-class engine-driver and third-class engine-driver.
(2)
For the purposes of section 4, the certificates referred to in each paragraph of subsection (1) shall be deemed to rank among themselves in the order in which they are mentioned:
Provided that a certificate of competency as mate shall not entitle the holder thereof to go to sea as master of any ship which is required by regulation under section 277 to be provided with a duly certificated master.
