(2)
The master of every North Borneo load line ship shall produce to the Port Officer the certificate which is required by subsection (1) to be in force when the ship proceeds to sea, and port clearance shall not be granted, and the ship may be detained, until that certificate is so produced.
(3)
The master of every ship which proceeds or attempts to proceed to sea in contravention of this section shall be guilty of an offence and shall be liable to a fine of two thousand dollars.
